TeenTeen Driver Education
North Carolina Licensing Guide
North Carolina uses a Graduated Driver Licensing (GDL) system: teens earn driving privileges in stages rather than all at once. Here's the path from first permit to full licence.
The three levels
| Level | Minimum age | What you can do |
|---|---|---|
| Level 1 — Limited Learner Permit | 15 | Drive with a supervising adult; daytime only for the first six months |
| Level 2 — Limited Provisional | 16 | Drive unsupervised during daytime hours, with passenger limits |
| Level 3 — Full Provisional | 16½ | Full driving privileges |
What you'll need at each step
- A completed driver education course and Driving Eligibility Certificate (under 18)
- A supervised driving log signed by a parent or guardian
- Proof of identity, residency, and Social Security number
- A passing vision screening
Applicants 18 and over
Driver education is not required. You'll take the written knowledge test, hold a permit, then take the road test — most adults complete the whole process in a few weeks.
Rules change. Always confirm current requirements at ncdot.gov/dmv before your appointment.
